Safety Board Releases Preliminary Report On NYC Helicopter Crash

The pilot involved in a deadly New York City helicopter crash told investigators he believed the craft's engine failed.

The National Transportation Safety Board released its preliminary report on a helicopter crash that killed five people earlier this month in New York's East River. 

According to its findings, the helicopter's fuel flow control lever was turned off and its harness and restraint systems were made by different manufacturers. The pilot told the board he went over safety instructions with the passengers and that he thought the aircraft's engine failed. 

After the crash, the NTSB called for the Federal Aviation Administration to ban commercial flights from using harness systems that don't allow for easy release during emergencies.

The investigation into the crash is ongoing.
