The FAA said SpaceX needs an inspector present for every launch after the company violated license requirements at one of its launches last year.
The agency said SpaceX needs to give it enough notice before launches at the Texas site.
The FAA said it wants to make sure SpaceX is following federal regulations to ensure public safety.
