The Food and Drug Administration is on a mission to make cigarettes less addictive.

The agency commissioner said the FDA took a first step toward lowering the amount of nicotine allowed in cigarettes to "minimally or non-addictive levels."

We don't have many details yet on how the FDA plans to do that. But the agency has kicked off the process to shape a proposed rule and take comments from the public. 

The FDA says tobacco use kills more than 480,000 Americans every year, and a large part of that use is cigarette smoking.

The notice is part of a comprehensive FDA plan announced last year on nicotine and tobacco regulation.
