When Hillary Is Elected

Mrs. Rodham Clinton has declared that when she is elected President she will end the War in Iraq, which G.W. Bush has insisted is part of the War on Terror. There has been speculation as to what will happen in the War on Terror if the U.S. leaves Iraq, but if Bush is incorrect, it will have no affect at all. If Bush is correct, Mrs. Clinton will be in it up to her widest parts in a jiffy.
The interesting scenario, however, would be for a newly elected Congress to do as Senator Clinton's colleagues want to do now and that is to dictate the conduct of any such war, to schedule troop deployments, to command by committee and to publish the objectives and the terms of meeting those objectives.
What would Mrs. Clinton do were Congress to issue a Formal Declaration of War, against any nation, party, group, sect or faction it chooses? How much earth would Mrs. Clinton be willing to scorch at the behest of the Congress of the United States? Would Mrs. Clinton faithfully execute the laws of the United States? When Congress raises a standing army, outfits it, certifies it is thoroughly trained and ratifies its transfer to the Middle East, Asia and Africa, will Mrs. Clinton be rubber stamping the orders?
